Airdrop user who vote or delegate vote

Proposals 1 is very important and necessary. Users who are vote or delegate vote in it, are good action in torn governance. This support by spend themselves ETH, if we can reward them by TORN token, and reward who vote in later proposals are very effective in governance. In addition, reward tokens to user in a suitable range(eg. base gas fee to 2), can be discussed in later.

I think we could consider incentivising voting in the future. But we should not reward past votes.
